Polysyndeton and Parallelism
Polysyndeton is a stylistic device in which several conjunctions are used in succession in order to achieve an artistic effect. In this example, the conjunction "and" is used several times in order to emphasize the shabbiness of the convict.
Parallelism is the use of like grammatical structure in a list. It's used to create rhythm and to show equality of importance. In this example, there is nothing that specifically stood out to Pip. It was the convict as a whole whom Pip observes. Contrast this with the distinguishing scar on the face of the second convict.
