Metonymy
Thought I'd throw in an old favorite to keep you on your toes. Metonymy is substituting an object for something with which it is closely associated. In this example, "constitutional powers" refers to those who have authority given them from the laws of England. The narrator is using metonymy to satirize the pompousness and incompetence of government employees.
